Top-level cybersecurity objective derived from a threat scenario at the item level.
A cybersecurity goal is the high-level statement of the cybersecurity outcome required to address a threat scenario (e.g. "prevent unauthorised diagnostic access to the gateway"). It is the parent of cybersecurity claims, requirements, and controls.
