Statement that a cybersecurity goal is met given the controls in place.
A cybersecurity claim asserts that, under stated assumptions and controls, a cybersecurity goal is achieved. Claims are the structuring backbone of the cybersecurity case — every claim must be backed by evidence (verification reports, design rationale, test results).
